Timeline

I visit every other weekend (for over a year now) and I bring with me as many items on this CBP list as I can. I have NEXUS so it is easier for me to cross but because I use a land crossing (train) I still have to speak to a person rather than using a kiosk. I am 100% honest with them about being in the visa process and the fact that I'm visiting my husband who is a USC and I have never once been asked to show any proof that I will return home. That being said, your partner's previous experience going through secondary may trigger them to ask him to show proof that he'll return so I'd make sure he brings as much proof as he can.

Timeline

He should be prepared for secondary again, and have documents to show that he is likely to return to Canada after the wedding if he is questioned about it--job, apartment lease, university registration, etc. Entrance to the US for non-citizens is never guaranteed, it is up to the judgment of the US CBP officer.  As others have said, he should pack light and be 100% truthful about the purpose of his visit, to get married and return to Canada after the wedding.  Congratulations and good luck with the CR-1 process!

my husband came down every 3 weeks for 3 years from canada and was never pulled into secondary.

never single issue.

 

okay, once when he had a box of MY stuff in his truck and he mentioned it. but it wasnt a long delay and that was the only time.

 

plenty of people come here, get married, go back and wait out the cr1 process

Pretty sure the OP's fiance was pulled into secondary due to the length of the trip.  4 weeks is not a quick visit and most of us don't have that much leave/PTO at that time.  Keep visits shorter to avoid issues generally speaking.

The length combination of both trips didn't help. People frequently visit every weekend or every other week.  He had 2 long trips close together.

I understand. I’m just saying they told him they were just concerned because the trips were so close together- never mentioned anything about the length. He stays here for about that amount of time every time he comes here. They’ve never questioned it.
