2 year home residency requirement after renouncing citizenship

If someone is a J1 visa holder and is subject to the 2 year home residency requirement,

then can this requirement be waived if that person later (after finishing the program and exiting the US) renounces his/her citizenship (to which the requirement is tied) and gets a new citizenship?

I would not recommend renouncing citizenship, especially for a perceived chance to get a waiver.

Apply for the waiver if you believe you may get it, or wait out the HRR period.

New citizenship: Canada

Old citizenship: India

Do you think that has any effect (I know some countries are more resilient to provide "No objection statements")?
