if she is critically ill and has medical paperwork to back that up, it may.

 

if she lives in a bad neighborhood, it would not.

Okay. Specific people have given death threats that they want to kill. The human rights was involved in dealing with these people. A statement could be gotten here as proof?

You can ask for it at the NVC but then you need to ask again or "remind" at the Consulate.

Expediting at NVC does not mean that the Consulate processes it any faster.   In fact in some cases it seems to take longer.  Look at @John & Rose CR1.

realize anyone could write a death threat for someone to help them get asylum or expediated process

the burden of proof for this is not that easy to come by 

there are hundreds of thousands who live under the threat of death every day 

it would be great if we could help the whole world 

 

get your proof together and try is the best you can do

It would be evidence. Whether it would be enough or not is a decision for the IO. Every expedite is discretionary.

I was under the impression that when a file left NVC for the embassy that it was next in line for an interview. I’ll take a look at their timeline.

YMMV but "normally" the NVC sets the interview for a case.   In an expedite the beneficiary goes online to the select an appointment after the NVC completes their portion.  That is harder than it seems as you are looking at cancellations of other appointment to fill your date.   We had the same issue in our DCF which skips the NVC.
