Hello Visa journey people, My Friend came to united state 2009 through her mum which she’s a citizen of united state at the age of 14yrs, She has misunderstanding with her mum and she has made every possible best to settle the dispute with her mother but her mum refused, her green card has expired this year and she need to file for citizenship which her mum refuse to sign her paper, what can she do pls

We need a more information if you want accurate advice. You did not give us enough to go on.

 

How old is your friend?

Was her mom a citizen when she filed for her?

What paper needs to be signed? If you friend is an adult she can file for citizenship (or renewal of green card) herself.

If the mom is a citizen and the child came to the USA or was with the mom when she became a USC, the child is a USC.  

I assume your friend is trying to get a US passport or N-600?

She’s 14yrs old when she her mum filled for her in 2009 and yes her mum was usc before she filled for her

She was 14yrs then but now she’s 24yrs old, there is a colum which the mum need to sign bcos she has her green card through her

But that's what I'm saying.  She didn't need a green card, just the immigrant visa.  She became a USC immediately upon arrival if she was living with her mother after arriving on the IR2 visa.

and if she is under 18 years old, then she is automatically US citizen and she wouldn't need a green card. So she is probably an adult and does not need the agreement of her mother to file N 400.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Your friend became a USC when she entered the US at the age of 14 as her mother was a USC before her entry. She needs to find a way to get her mothers naturalization certificate and apply for a US passport. They will not allow her to do the N400 since she is already a USC. She just doesn't have any proof of it. 

 

I have not looked at the N600 forms but maybe she can go through the forms and see if she needs her mother's forms or not. 

 

What every the issue is (short of abuse) time to suck it up and butter her mother up/make amends do what ever it takes to get that certificate.

She has tried all options to plea with her mum but her mum refused, she even buy her dad ticket from Africa to come and talk with the mum but her mum refuse to see her ex husband which is my friend dad, I’ve been there several time including her grand parent as well to plea with her mum but she refused to listen to anyone despite the fact she was the one that sent her away from the house at age 18yrs

She should apply for the n600.   Since she does not have the citizenship certificate she can explain why and include secondary evidence.   It won't be too hard for USCIS to get her mom's n400.
