So far he was the only one who has given me clear explanation as to what is going on (though NVC is now pointing fingers at CEAC, lol). Additionally, he pointed me to a sample paper DS-260 to use as template to start gathering the info that I will need once I'm able to login. We are definitely stuck in black hole.

The ds260 is vital to your case and it opens all doors once it is paid and turned in
