Many Visa free entries with Pakistan Passport. I think they may have to pick one based on convenience and get married there.

Many factors to consider. Very few visa free countries,  too faar mostly and very few that allow civil and some need Pakistan embassy permission. Any help from vj members will be highly appreciated though. We r looking to marry

Seychelles is visa on arrival with a Pakistani passport, and absolutely beautiful.  I don't know the details on marrying there, but I don't think it's that difficult.  My fiance and I have been there twice, but both times he did get a visa for UAE (for the connecting flight) because he was afraid they wouldn't let him on the plane in Islamabad without it. I think he was just a little paranoid, but we didn't want to take a chance.  We're planning our next trip to Maldives which is also visa on arrival. I 100% agree with you that it's unfair to judge a K1 application differently in different countries. We plan to live in the US, where our relationship is totally normal, not Pakistan. But unfortunately it is what it is.

He didn't have any trouble getting the UAE visa.  Actually, you might be able to fly through Qatar, which is now visa on arrival for Pakistani passports.

Ok guide me if there is any problem in this plan.

Lets say i go to Pakistan now, we both travel to country x, and marry there, then we go back to Pakistan and spend time together few months.

Lets say i work whole of next year 2020 and make enough income for 3, and by mid of next year  2020 i apply for cr1. I get my taxes up to mark, and assume nvc comes in early 2021, i show my 2020 income.

Now, assume by interview we have baby too.

Questions:

  1) Would it be needed that at her Pakistani passport she is listed as my wife, at interview?

2) would the baby be us citizen if i have marriage certificate from country x.and dna proving baby is mine.

If at her cr1 interview,  they still would say that Pakistani culture dont allow her to travel outside and marry a person that she cant marry in Pakistan,  then i am sorry i wont be wrong in saying immigration is enforcing cultures of other countries over freedom. And yes i will move to Pakistan that day.

1. She would not need to get a new passport, if she one issued after your marriage then that would be odd.

2. Depends if you can pass on citizenship, I assume not but you have never said.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Is there anything that says that some us citizens can pass on citizenship and some dont?  I didn't understand 2nd point
