Timeline

Hi guys in December 18 2018 Uscis sent us RFE regarding adjustment of status,  and my sister in law wants to help us as my join sponsor she make good income, in the RFE Uscis asks for most recent tax return, is it fine to send 2017 since my sister in law she didn’t fill tax yet for 2018.

They need to know current income so paycheck, deposit records, W2s... are more practical.

The RFE did not ask for that though. She needs to answer to the RFE exactly and can make other additions so she see fit. The supplemental docs proving current income should have been sent with the original I864.

2018 taxes aren't due until tax day (April 15th). The IRS isn't even accepting 2018 returns yet (let alone how long they will take to process given the shutdown...they're working with 12.5% staff).

i hope she went to IRS and got those tax transcripts back in December as the government shutdown is affecting this 

IRS offices are closed and members here say the IRS request site is not working

The RFE is for the most recent tax return.  The OP would be wise to provide exactly what the RFE asks for.

In the ref they ask only only for tax returns and our immigration lawyer asks the same thing I just wanna make sure everything all right

Tax return and transcripts are the same, just different layout and different way of obtaining one. As long as she sends the federal tax return and not te state one she should be fine
