Any chance? Yes. Likely? No. A transit visa requires non-immigrant intent, and most tourist visas are refused due to immigrant intent (214b).

1/2/18: EAD + AP approved (no website update), 1/5/18: EAD + AP mailed, 1/8/18: EAD + AP approval notice hardcopies received, 1/10/18: EAD + AP received

9/5/18: Interview scheduled notice, 10/17/18: Interview

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

In your situation, very unlikely. Young women with boyfriends in the USA are probably the group that sees the highest rate of refusal. I think your boyfriend needs to come to Hong Kong instead.

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

The US doesn't really have transit visas in the same sense as other countries because it doesn't have separate transit areas, so the requirements are the same as for a B visa. So if you have been denied a B visa twice already, chances are very high that you'll be refused a transit visa unless there has been a significant change in your home circumstances since.

Chances slim to none after 2 b2 refusals.  Direct flights to Canada are your best options.

Many flights from Africa through Europe to Canada (that avoid a US stopover). Some European airlines may waive transit visas for Canadian visa holders. 

 

Or from East Africa via the Middle East to Canada.

I’m not quite sure. You have been what twice? Applied? Denied? If it’s the latter, your chances of getting a transit visa are slim to none.
