Timeline

I live in the usa. My husband lives in togo. I'm filing cr1 for him.  But the I 130a says he must sign it. I'm confused on what i need to send. This site says I also must send passport photos of him also.  How can i do these things when hes in africa and I'm here.  What is required?

Intending immigrants living outside the US are not required to sign the I-130a.

 

Have him email/text you a headshot of him in front of a white background.  Go online or use a phone app to make a passport photo from the photo he sends you.  Print it out at your local photoshop.  

 

Follow the Guides on VJ.  There are also many examples of forms.

I sent to my wife, she signed , scanned and forwarded to me.

She took picture and also emailed to me, I printed out. All worked just fine.

You need neither a passport photo of your husband OR a signature on the I-130a.  The instructions are clear on this if you'll read them carefully.

The Guides on VJ about I-130 form need an update. The most up to date instruction for I-130 states : < You must submit two identical color passport-style photographs of yourself and your spouse (if he or she is in the United States) taken within 30 days of filing this petition. Your husband is not in U.S at the time you are filling your petition.. you don't need his photo passports.

You haven't become an A-Student of the form instructions yet.  If you had, you wouldn't be asking the above questions.
