I believe you can apply fine, but know that you can't just go through via the kiosks during that period.

Timeline

Yes, you can apply. (In the online application, just bump your green card expiration date one year ahead of your expired green card date.) The catch is you can't use Global Entry kiosks without a valid green card, although you can bypass the line and go directly to an officer. Also, once you sign up for GE, you also get TSA Pre-Check, and there's no problem about extension letter/expired card to use that.

You can apply and be approved, but cant actually use it properly until you have a valid card.

CR1 / DCF (London): 2012 / 2013 (4 months from I-130 petition to visa in hand)

I-751 #1- April 2015 [Denied]

 

April 2015 : I-751 Joint filing package sent fedex next day 09:00am from UK ($lots - thanks). 
Jan 2017: Notification that an interview has been scheduled at a local office. Bizarrely still no RFE... 
Jan 2017: 2hr wait, then interview terminated before it began, due to moving my ID to another state 2 wks prior. New interview 'in a few months...maybe.'   Informed them that divorce proceedings are underway, but not finalised at this time. 
March 2017: An Interview was scheduled - marked as no-show as they didn't actually send out a notification of interview. FML 
April  2017: Filed an official complaint with the ombudsman, and have requested Senator & Congressman assistance
August 2017: Interview - switched to a (finalised) divorce waiver. Told that decision will be made that afternoon, but no problems foreseen with my case. 
October 2017: Letter of Denial received - reason given as 'I-751 petition was not properly filed'. Discovered ex-spouse made false allegations to USCIS in 2015. No opportunity given to review & refute allegations  - contrary to USCIS policy.

I-751 #2 - Oct 2017 - Mar 2021[Denied] 

 

October 2017: Within 72hrs of receiving denial notice, a new waiver I-751, divorce decree & $680 cheque, sent to Vermont via FedEx overnight 9am priority.  
Dec 2019: Filed FOIA request for full A# file
Feb 2020: FOIA request completed - entire A# file received as a .PDF; 197 pages fully redacted, and 80 partially redacted. Don't waste your time!
March 2021: I-751 #2 denied for lack of evidence. No RFE, no interview, and evidence in previous I-751 not reviewed - contrary to policy. Huge errors in adjudication.

N-400 - Feb 2018 - Apr 2021 [Denied]

 

February 2018: N-400 filed online.  $725 paid to the USCIS paperwork wastage fund

February  2019: Interview - cancelled after a four hour wait due to 'missing paperwork' on their end. Promised Expedited reschedule.

March 2021: Interview letter received, strangely dated after I-751 denial. No I-751 interview conducted. N-400 interview and test passed, given 'cannot make a decision at this time' paper due to the ongoing I-751 nightmare...

April 2021: N-400 denial received citing recent I-751 denial as basis for ineligibility, even though it should have been a combo interview 🤯

Service Motion - March 2021 [Sent via FedEx & COMPLETELY IGNORED by USCIS]

 

March 2021: Service Motion request sent overnight addressed direectly to field office director, requesting urgent review and re-opening, based on errors in adjudication - citing USCIS policy, AFM and memorandums as basis for errors. This was completely ignored by USCIS.

 I-751 #3 - June 2021 - Jan 2024 [Denied]

 

IT'S GROUNDHOG DAY

June 2021: I-751 #3 (30+lbs/5000 pages of paperwork) & another $680 sent to USCIS via FedEx ($300+..thanks) .... 

June 2021: Receipt issued, card charged, biometrics waived, infopass scheduled for I-551 stamp number ten.....

Feb 2022: RFIE (no, not an RFE, a Request For Initial Evidence) received, for copies of the divorce paperwork that they already have 😑

July 2022: Infopass for I-551 stamp number eleven.....

August 2023: Infopass for I-551 stamp number twelve....

January 2024: Denial received, ignoring the overwhelming majority of the filing, abundance of evidence, and refutation of a provably false allegation. The denial also contradicts itself in multiple places, as if it was written by someone with an IQ <50.

HAPPY NEW YEAR

 

2024: FML. Seriously. I'm done.

PSA: Do NOT bother applying for Global Entry right now. You will NOT be approved. You will only be conditionally approved and have to wait until your new GC comes, as it is tied to the GC and not the letter of extension. 

 

If you apply now, the ONLY benefit you will get is the TSA pre-check. Seeing as it's taking ages for the ROC to be approved, knowing what  I know now, I would not have applied for Global Entry while ROC is pending.

How exactly do you bypass the line if you don't have the GE card? My husband applied and was conditionally approved then went to the enrollment center and they said all he can get now is the TSA pre-check and a known traveler number. When he gets his updated Green Card (haha) to come to the enrollment center and show it to them and only then will they give him the GE card.

It sounds like they might have changed their procedures since she applied in late 2016, I think it was; but after the GE interview, she received her GE card in the mail as quickly as I did (and I'm a USC). We knew she wouldn't be able to use a GE kiosk yet, but it's been worth us to have TSA pre-check from the get-go, as we travel quite a bit domestically and it makes security that much quicker and less of a hassle each time, plus we don't have to go through in two different lines.

 

She was told at the interview to "try" the kiosk — it wouldn't work of course with the expired GC — and then walk to the front and explain that she had GE and an expired GC. Either they let her through fairly quickly, or sometimes sent her to secondary anyway (likely because of the extension letter / i-551 stamp; glad that period is finally behind us!).

 

She finally got the 10-year GC a few months ago, and recently stopped by the airport on an outbound trip to update her GC dates with the GE office, quick and painless, no appointment needed. So now when she returns in a couple of days, she should be able to use the kiosk itself for the first time.

 

FYI, you should know that you never actually use the GE card at a kiosk -- the kiosks only accept passports / green cards. (You can use the GE card for land & sea crossings, but you don't use it for air travel.)

@AK_2014 thank you for your response. He was not given a card, maybe one will come in the mail? I wonder. When she goes to the immigration officer, is she then asked to show that she has  GE card to be allowed to the front of the line? He just has a known traveler number for now... We had  his interview on Friday last week.

Her GE card came in the mail after the interview. I don't know if she's brought the card on international trips or not, to show to officers in that case, or just told them and they looked her up in the system. Could be worth a try. In the meantime, start enjoying your PreCheck access! If he's already booked any upcoming domestic trips, he should be able to add the KTN to the reservation. :-)

Has anybody tied manually type in the A# to the GE kiosks while having an expired GE with valid extension letter?

I think CBP must have the updated expiry date in their system tied with the A#.  It might only be the GE kiosks rejecting expired GCs automatically.

With my type of ROC taking 25-30 months, I certainly will relearn how to talk to CBP officers. :P
