I also got selected in the second draw but I did not notice until yesterday.

I immediately submitted the DS-260. (27.Sep 2016) My casenumber is Eu24xxx.

Now I am worried that I won´t get an interview scheduled and that all VISAS will be gone soon.

How likely is that to happen?

I got selected in the second 2017 DV lottery, i still haven't submitted my DS-260, are i running out of time?

No need to be anxious now as the second selection was pretty recent, however, if I were you I wouldn't really delay much longer. It can sometimes take up to 4 months to process DS260s, and then it's usually another approx 2 months before you'd actually interview (they only schedule interviews once they are finished processing, the scheduling is done once a month for 6-8 weeks after). If you're in the second selection you'll have I presume a higher case number, so you'd only interview later in the FY anyway, but you don't really want to do anything to delay the process further I'd think.

But the processing time also depends on the extent of the DS-260 right?

So, for instance, a DS-260 of a single Person would hypothetically faster be processed than a DS-260 of a whole Family with kids or a DS-260 which requires a strong background check. This sounds logical to me, but I am not really sure.

It's kind of correct but you can't really say for sure which is longer and how much longer. A lot of the background check also only gets done once the case is scheduled for interview, it's only preliminary stuff that's done by KCC. The main reason for the length of processing time is simply that KCC has many tens of thousands of forms to process for each FY, and of course DS forms from different FYs overlap with each other too in terms of when they are received by KCC. And they process them in the order that they receive them. So if there is already a backlog in processing, which we believe there is, your form submitted today just goes to the back of the line.
