Difficult to make any comment with so little info.

All I have seen mentioned is age difference not culturally normal, Jamaica and 2 weeks, is this 2 weeks after you got engaged?

Obviously the CO would have had much more info to hand.

can we assume one thing (or more) ?

1. OP is a female

2. age gap between petitioner (OP) and beneficiary is 20 years or more.

3. beneficiary is male.

now, does this match up with the cultural norm in Jamaica? It doesn't match up for the cultural norm in Nigeria, and folksen are denied there often because of it.

Cultural norms are important, and differ from country to country. I do ask about the cultural norms for Jamaica, as I feel (quite strongly) that it's something the OP should focus on, with any rebuttal docs or written letters of attestation to be generated over the weekend.

If'n an Immigration Liason Staffer at a Congressman's office is able to get the casefile kept at the IV Unit for a 2nd interview, then run with that. Otherwise, file a new I-129F with more stuff.

I am to hear from my congressman on Monday end of day. She asked for me to sign a privacy waiver, and I sent her the receipt from USCIS and Embassy along with an explanation of why I need their office assistance.

Boiler- I am not aware of the Jamaican norm. .I'm American and have for all my life dated younger men. I do realize and am not naive to the fact that it is not even the norm here is the US.

I sent what I thought was sufficient evidence of bona-fide relationship. Passport arrival photo as they do not stamp the book, itinerary of flight arrival and departure, hotel reservation check in and out, car rental receipts, pictures of me him and his son at different times during my 12 day stay. Phone records that show we speak several times each day since last June a few text a few emails that span the length of the relationship.pictures of our engagement rings. We got engaged 2 days before I left. Questions were never asked about our age difference.only a few questions where we met how old is he what are my son's names and how old they are as well as questions about his children and where the mothers are now. Which one abandoned the boy last year which is what he told the CO. The CO left the desk came back and said you need more proof and I'm sending your petition back to the US for review. Handed him his passport and that is all. My status says administratibe processing for him and ready still for the son. I have no idea what that means and if he really wants more proof or will be eventually refuse the petition without asking for proof. Why should I address a question that never came up. I made the assumption but did not understand until now the interview in its entirety. I hope I cleared things up and offered me Intel for suggestions on what to expect next and what to do. .am I clearly denied? Do I stand a chance to turn in evidence? If I refile K1 or CR1 just load them with chats my upcoming visit info etc etc. .

Thanks all for anyone who has tried to help me understand what went wrong.

Just to clarify the Consulate can not refuse a visa, what they can do is return it which they have done.

No harm involving your Representative however that does not change the facts of the case.

I'm afraid I don't see why they acted the way they did please explain. I have a 14 month relationship was unable to visit again due to all the fees for everything I've seen people on VJ that have been approved for shorter stays and relationships so I'm missing something that you obviously see. In case I do get a 2nd interview or file for CR1 I'd like to know what our mistakes are since you clearly see them and I don't please

Take a breather. Here are the things you need to figure out before you marry. You will need to find out why you were denied. California Service Center will let your returned petition sit until it expires and then send you a notice to deny. Whatever route, you will have to reapply with a front loaded petition. If you are going to need to plan your wedding and submit all the info. Getting married in less than one month without showing some plans does not look good. This is my opinion.

This is an excellent summation.

The problem at the interview might have been a lightly loaded petition with little "face" time.

Get the Congressman's immigration liaison to keep the petition at the embassy.

You might then have a fighting chance to submit more evidence of bona fide relationship.

If the petition is held in Kingston and you can present the evidence in person, by all means do.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

I am hoping that the fact that my status says administrative processing and not refused that he or myself are given a chance to supply them with more evidence chats phone records and more photos I didn't send. .it states the consulate will be in touch if they need more evidence so we will see. .I also am working now with the congressman office to see if they can find out anymore details and request a second interview so I am not giving up hope yet on this. .. there are younger men who marry older women not for monetary gain and my fiance works and has helped me to finance this entire process so I resent the remark...and it was a male CO..not a lady @Jawaree I understand you have the right to express your opinions but at this moment please refrain from negative ones. .the only thing I want to understand or read is what my options are. .this goes to anyone who cares enough to respond. .I would appreciate that more than anything

I haven't read one reply that's been negative or rude. Simply VJers trying to offer the help you asked for. I know your upset. No one knows better than me how a bad a denial feels. Jawaree has great advice so please try not to be so sensitive.

It sounds like you got the IO we had. He questioned our relationship, how we could possibly have anything in common, and was concerned we met online. At the time of my fiancé's interview I had already been to visit 3 times. My fiancé showed proof of my visits and other relationship proof and that seemed to alieviate the IO's concerns. We were not denied for that. We need a waiver.

Yes they can refuse a visa and they did. They can refuse a visa but not deny a petition.

Returning a petition to USCIS = is a refusal to issue the visa.

USCIS will expire a K1 but not deny it.

Petitioner starts over with another petition due to refusal of visa by CO which results in expiration of petition by USCIS.

Waiting to skip ROC and get 10 yr GC due to over 2 year while pending AOS
AOS APPROVED Oct. 4, 2017 * Green card in hand Oct 13, 2017 !!!!!

First K1 denied after 16 month of AP. Refiled. We are a couple since 2009. Not a sprint but a matter of endurance.
