Read this article, if your petitioner not taking public benefit and able to sponsor you plus you can show you are able to show you are not going to be liable in the US, you dont have to worry

I think so, lets wait, to immigrate Canada you need to show certain amount of money plus English skill, education, may be that's what they are trying to follow

Proving 250% of FEDERAL POVERTY GUIDELINES or $24.980 per applicant can be quite hard. Wonder how much will that be considered when it comes to granting Green Card.

There is no fixed time. Sometimes it is issued on the month. Sometimes they give you 2 months in advance.
