Of course. Your problem seems to be this:

You met a girl online from the US. You want to marry her, and live with her in the US. You haven't met her in real life. She can't come to Algeria, and you can't get a visa to visit the US. Correct?

In order for you to get a K-1 fiance visa to go to the US and marry her, you have to have met her in person within the last 2 years. If you haven't, you will not get the visa. You can't get married if she's in the US and you are in Algeria.

If you do not get a tourist visa to the US and she can't come to Algeria, the only solution to your problem would be to meet her in a different country.

For example, if you both met in Morocco or Tunisia, you will be eligible for the K-1 fiance visa, since you will then have met her in person.

You don't have to get married in a third country. You can also vacation together in a third country (like Tunisia), and then you go back to Algeria and she goes back to America and petitions you for a fiancé visa. You just need to meet first, and you may have trouble getting a tourist visa to the US but you can try.

So forget any tourist visa, this will be impassible.

Invite her to Algeria, you can married her here too. Save all yours prouves of your relationship, and good look for K-1 or K-3 visa.

It's not impossible by any means. However, you come from a country where people have committed a lot of fraud and lying when it comes to tourist visas. Their lying makes it hard for new people to get visas (they ruined it for everyone). Furthermore, you have a USC girlfriend, so it can appear like you are trying to emigrate to the US on a tourist visa (which is not the purpose of a tourist visa). In fact, that is what you are trying to do, judging by your past plan (I am not sure if you realized this was illegal or not yet, or if that realization had any impact on your plan).

Tourist visas are for people who can prove they will use it properly.

It strikes me as strange to say the least, that most of the people in this thread are so quick to help the op find a way to get married and move to the US based on this information. Falling in love with someone over the internet is much different than staying in love with someone in real life. Doesn't the fact that these two have never met face to face come in to play here, and I don't mean because it is a requirement for a K-1 visa that they do so, I mean using common sense, so they can develop a relationship and find out if they are the least bit compatible with one another? Shouldn't the advice be to meet first, to find out if they can stand being in each others presence for 24hrs, then develop a relationship over time before rushing them into a marriage that is more than likely to fail? If they can't do these things to at least find out if they have the basis for a solid relationship, then maybe it's just not meant for them to be together? Doesn't anyone see anything wrong with this picture? Would you give this same advice to your son or daughter?

It seems that the sole purpose for some folks here is to get everyone into the US no matter what the cost may be.
