For children born out of wedlock, all that is required is that the US Citizen parent have been physically present in the US for a period of one year. For children born to married parents, the US Citizen parent must have been in the US for 5 years, at least two years of which must have been after the parent's 14th birthday. I'm not sure why the law reads that way, but such is the wisdom of Congress. Anyway, Obama's mother was too young at the time of Obama's birth to have transmitted her US citizen to a hypothetical foreign-born child if the child had been born in wedlock. But if she had given birth abroad to an out-of-wedlock baby, that baby would have been a US Citizen from birth.
