Yes, all non-essential federal employees will be affected.

Hopefully they can work something out before that happens.

Unfortunately it also effect the essential federal employees :-/

Lots of incorrect or partially incorrect answers in this thread.  If there is a shutdown (which I don't personally think there will be right now--but that's just my opinion), any program that is fee-funded (petition processing, visa processing, etc.) will continue as normal, as long as there are festival available.  These agencies have multi-year funds available to them from the fees, which means they are not tied to fees allocated in a specific fiscal year like other government agencies.

Yes, there are costs associated with having a facility operating, but those costs are included in the calculation when the fees are set -- one of the reasons some people think they are too high, since they think it just covers the actual adjudication process; fees actually cover all of the expenses of personnel, facilities, and processes.  Any perceptions of slowdowns in the processes during a government shutdown are merely that -- perceptions.  There are way too many other factors that influence workload and processing times that people can't account for, so it appears that it is tied to the shutdown when it is not.

Likely not, UCSIS is self funded, and to back that up, they operated during the last shutdown.

But that's not to say other areas would not be affected, and even if you're still in USCIS that could lead to a backlog at those other stages that would still affect you.
