The USCIS does that automatically as part of the K-1 petition approval process.

The K1 process is because you're asking that the foreign fiance/fiancee be given permission to come to the USA. The USC is already able to be here. I don't see the point, this has already been checked out and approved...thus the NOA2.

I think they are saying that the beneficiary is required to submit a background check, so their thought is that it would make sense to have one for the petitioner as well. But like others have said, I'm sure USCIS do that before they even approve the petition.

No. The petitioner and beneficiary are background checked during the process. The beneficiary does need to obtain a police certificate and bring that to the interview, but nothing of the kind is required for the petitioner.

Not sure what your situation is like.

Regarding k1 visa, I am the American beneficiary and I will not be at the petitioners interview. I believe I will be back ground checked and so will my fiancée ( petitioner) but customs/ immigration is doing that. There is no reason to get a background check unless something in your process is different or you are asked to do that. Good luck.

In some countries the beneficiary has to get a police report as part of the process, in some cases it can be a headache specially when the beneficiary has lived in several states or cities. The reason i said it would be a great idea, sometimes you hear all kind of crazy news about the petitioner being abusive, have records, at least if a background check is done or to the least inform the beneficiary of the petitioner background, that would avoid those rare difficult situations
