    Correct. If not married in the Philippines, you must file a ROM at the Philippine Consulate which has jurisdiction over the location where you were married. Utah falls under SF Consulate.
     
    Get all of your paperwork in order so that you can file for the visa as soon as you return.

    Yes, get married and meet the consummation requirement.
     
    I don't know if that is better or not, that's a personal choice. But I would just think it is more special to be together when getting married.
     
    Most people started doing the Utah wedding when PH locked down due to covid and you could not go there to see a fiance but you could go visit your wife. It takes about 3 weeks to go there and get married but if you do a Utah wedding you could do it in a few days. Hard for some people to get 3 weeks off of work.

    Spouse will need a CFO certificate/sticker to leave the Philippines. CFO requires a ROM. If coming to America you need to file ROM.

    Yes, you must file a ROM if she will come to USA. This is a Philippine requirement not a US requirement.
    Correct. But you can also be together in the PH when you marry which kiils 2 birds with 1 stone. Nothing says you need to be in seperate places when doing online wedding.
    Immigration only cares that she has a CFO.
     
    US does not require it to be registered. CFO does. As said before, CFO is required for her to leave the country. US only requires her to have a valid visa to enter.

    US immigration will not require the marriage to be registered (via ROM) with the Philippine government, but it will be very difficult to get passed CFO without ROM.  I was able to get my CFO certificate without ROM, but I had a traditional face-to-face wedding in the US, not an online wedding.  I have not seen any reports yet of anyone who had an online wedding and successfully completed CFO without ROM.

    we need to replace the entire congress and government. its not USCIS but the bureaucracy of 90 year olds in congress for like 50 years

    in all honesty if 100 of us got together to propose a petition to make Congress act on the problems,  we would have 100 different ideas on what they should do
    the rules are transparent /they and any changes are posted online in  the Federal Registry
     
    One thing that does bother me is  CO's are suppose to treat people with respect at an interview and they often don't

    I have seen several people new to immigration get fired up and typically pick USCIS as their complaint target -- they should do this, they should do that, gov should do something.
     
    Usually that fire is limited to this forum or similar and at times end up in echo chamber posts.
     
    I have never seen anyone organize a grass roots campaign, about USCIS or, better yet, immigration legislation in general.  And I have seen few politicians run on pro-immigration platforms.  There are far more anti-immigration candidates.
     
    Even many immigrants balk at rule or system changes -- they had to go through a grueling process so "why should the gov. make it easier for newcomers? That is not fair!"
     
    Vent as much as you need.

    What about Consulate Officers? One officer having a bad day can 221g everybody and there is no review process whatsoever. We seriously need "panel reviews" where 3 people come to a unanimous decision.

    The process is very complex but it is certainly extremely inefficient.
    There are plenty of publicly available audits and reports that describe in full detail the problems and possible solutions, but it is clear not much has been done. 
     
    One of the main issues, IMO, is that there is no punitive system in place that could deter USCIS components -read contractors, employees- from messing up things. 
    Basically, if someone somewhere along the way messes up, there are no consequences. No one is fired or fined or even reprimanded for losing documents, not processing cases in order or not following policy. 
     
    The ones that end up paying -financially, physically and emotionally- are the immigrants directly affected. The rest, just wait for their journey to end and don't want to do anything with USCIS once they're done. 
     
    And the general public -who is constantly manipulated with immigration issues for political gain- are completely clueless about what the whole immigration phenomenon implies and they don't really care enough to get acquainted.

    they do not connect to the databases that are used by the CIA, NSA, FBI. And require you to communicate between agencies for them.
     
    their attitude is that they are providing a benefit that you have to pay for at every step
     
    when tax money has already paid for it
     
    as for the USCIS, the CATO institute did a study which said that COVID was not a valid excuse for the present situation - not that the wait times were acceptable before COVID
     
    any institution without legal requirements to perform and without competition 
     
    will likely be as slow and painful as the USCIS 
     
    The wait times cause harm to families and individuals… and the processes need to be completely spelled out and transparent so that they can’t be abused by agents due to their emotional whims

    Lying is a standard operating procedure by government - it's how they keep secrets and get the public to do what is not in their individual best interest.
    We hope that government has the greater good in mind, but unfortunately, government is usually corrupted by special interests/wealthy influential people.
    also, even if government were completely benevolent (keep dreaming)
    there are many problems with utilitarian logic, for the greater good ;
    1. cannot be defined
    2. cannot be measured
    3. cannot be predicted
    That's why you should be a fierce defender of your individual liberties and rights, because you can't trust even a perfect government to do what is in either your best interest or the best interest of the whole (whatever you determine the whole to be).

    I think the motive for the US to commit false flag attacks against US citizens is well established.
    Where's the WMD's? It was obviously a hoax.
    Nowdays, most people understand that Bin Laden's training camps were paid for by congress and that he was a CIA operative.
    Most people understand that the government needed to whitewash 9-11 to cover up foreknowledge of the attacks.
    Complacency is guilt - the US government is at the very least complacent in the 9-11 attacks and therefore guilty.
    Now when you learn about just how involved the US was with those hijackers you'll realize that not only was there complacency, but there was involvement.
    We trained those hijackers at US military bases to fly planes.
    We gave them visas when they weren't qualified to recieve them.
    We know through 'able danger' and other means what was going to happen.
    We (the US government) are guilty of planning and carrying out 9-11.
    If you train drug dealers and do not attempt to stop them from dealing you are guilty in a court of law. The same applies here.
