    I have come across a few people where the definition of basic knowledge of English must mean very basic. If you are doing the interview you must have been here for quite some time, well a few exceptions, but for the vast majority. I think they corrected them but I do remember when 2 of the answers provided were wrong. I would think most people could answer many of the 100 questions through general knowledge, easy enough to brush up beforehand.

    Visas have not been issued ame day for quite some time. You can take your criminal records not sure if they will review them at the interview, may need to get back to you.

    You are looking to do this on behalf of the beneficiary. I have seen people withe IT issues but not Dakar, very difficult to comment, I assume there is no other option than to open a ticket.

    I take it that you have yet to appoint a Lawyer? That would seem to be the first step, someone who can advise you if it is possible, does not sound something that will be quick and I have no knowledge of Dutch law. Does your Fiance have any sort of Status in Holland, just wondering of the practicality if he can just visit.

    I do not see any immigration issues. My first thought is what does the Father say? Guardianship has nothing to do with being someones child Name change is not relevant either.Declarable, might hold out on that an unnecessary complication.

    Having a B refused does not make you ineligible, why he was refused ESTA may or may not be linked to the B refusal

    It is not a quick or cheap process especially if the person involved is half way around the world.
