    I always get worried when I see Agency mentioned. K1 seems to be very popular in PI for Country specific reasons?, CR1 is the better bet usually.

    Visa's are handled by Consulates. When did she leave? Assuming she is eligible the Consulate will give her the opportunity of filing a waiver when refusing the visa due to the bar.
