DQ goes by your submission date of the documents not the case creation date.
 
Example: case was created Jan 19, but after paying fees, and gathering documents you finished uploading and submitting on Feb 5th NVC would review & DQ based on submission date of Feb 5th. 

Hi all, so my wife is currently pregnant and is due in July. We just submitted our paperwork to the NVC. Our interview is supposed to be in Rio. I was planning on having my baby in the United States we have no option to have in Brazil (personal reasons) I saw that nvc times might take a while. My wife has a tourist visa and I was wondering if somehow the interview can be changed to US field office (I know that's a long shot). I'm trying to find out options if maybe we should ask for expedite. I'd prefer her to have her interview done before she comes back to United States to have our child which would make it easier when she enters.

Decided to file k3 too, but we are in actively reviewed for 2 weeks now so I don't know..

Good news we were approved yesterday! Can't believe it. I think filing the K-3 definitely helped.

Nobody can tell you if she will be allowed entry, that is up to the officer inspecting her.
 
Can she try, yes.

I am not sure CBP would turn her away just for pregnancy considering how many people come here to the US for pregnancy tourism.  In your wife's case, as long as she has proof of the ties she has that shows she will return and as you mentioned, proof that you can pay for the subsequent medical bills associated with the pregnancy/delivery, she should not have any issues.
