This is just the I-130 Petition handled by USCIS.
 
The next stage is at NVC where visa numbers kick in.
 
Spouse and kid petition for LPR whether getting approved in 1 day or 1 year doesn't matter as they will have to wait till a visa number is available to them. Once it reaches NVC, it will sit there till its your turn to get visa number.
 
SPouse and kids of a USC do not have to wait for availability of visa number and have one available as soon as the case reaches NVC.

From someone who has been through the process...my advice is to pay no attention to processing times. It will drive you crazy. Your petition will be approved when it’s approved. It might be faster than the “standard” processing time, it might be slower. The service center involved makes no difference.

but think like a con man or scammer.   looking for vulerable .  looking for someone in a dating site or on facebook who is lonely or has low self esteem
and the USC ,  if lonely,   is looking for love and sometimes blinded 
and i have also seen and talked to foreigners that were scammed by a USC  .   talking to someone who said they were serious and coming to meet them and just in this for some kind of sick game  .  one girl sent a "fake ticket "  showing a flight direct from nashville to Casa (there is not such flight)    there was no flight number , no gate number no seat number.   all the things that should have been on a boarding pass (as we no longer get tickets ) 
both parties can be used poorly 
the CO must also protect the foreigner and America
probably not that case here but always the CO has to analyse, protect,  and make a decision
 
Based on just your 2 weeks together,   the CO determined your time together was not enough to show the relationship "could "  work .   not necessarily that the relationship is not real but that your age,  religion and both cultures would hamper a good marriage in the US

He wont even have the money to book his ticket anyways. She was going to book it once he received Visa in hand. Now all he will get is a ticket to hell.

this story is a nothing story (as of yet) without any legitimate information so far. We need to wait until the proposal is released. I'm not going to put backing into news organizations that use purposefully heated/incendiary language to rile an emotional response, and then cite anonymous inside sources 'with knowledge of' the proposal.
