It would not be a problem.  Just bring along the marriage certificate too.
 
Also, they always say it will take 8 months for a processed ROM to be available from PSA but in fact less than 2 months is more realistic.   You can check the status on it being sent to PSA by periodically e-mailing oca.crd-us@dfa.gov.ph with a copy of the ROM the consulate returned to you and asking if the "transmittal details" are available yet.  If they respond with the "transmittal details" you can use that to get a copy from PSA.

They have their own parking garage on site.  I remember it well because it was nearly impossible to maneuver my truck around in it.  There is a sign at the street entrance to lead you to it.

I couldn't find any parking instructions on the Consulate's web site, but another tenant in the building indicated there's a three-story parking garage right next to it.

I wanted to give a big thank you to everyone who responded to this post. I used the community advice in deciding which papers to send the embassy. I just saw that our case status is showing as "Issued" so I believe the visa has been approved and is hopefully on the way. For the last couple of years that we've been stuck in the visa process, this community has been immensely helpful and we are grateful for anyone who takes the time to help others get through this process.

It can vary. Our counsler gave her a really hard time. They had to speak 3 times. After the session(s) are complete, they send the certificate right away. It was about a week and a half for us. Mostly, it depends on how quickly they can shcedule her.

Last October my wife signed up on a Monday morning.  We immediately supplied the documents they asked for.  She had her "counseling session" phone call around noon the next day and received the e-certificate by e-mail almost immediately thereafter.  So a day and a half if everything goes smoothly.  Be aware however if you get a counselor that wants to make things difficult or comes up with some curveball document requests things could take much longer.  Allot of it is up to the counselor and YMMV.  Three weeks 'should' be plenty of time though.

Whatever my opinion is, the outcome doesn't surprise me a bit.  I make it a point to stay out of Philippine politics but I can say my wife, her whole family and about everyone they know were very strongly for Bongbong, and mostly even have nothing but nice things to say about his dad back in "the good ol' days".  Go figure.  I can't rationalize it but I know first hand that BBM does indeed have allot of heartfelt supporters.

My Finacee finally made it to American soil.
Took 28 months with Immigration, thanks to Covid, but we made it.
 
She took a flight from Manila to LAX, while I took a flight to LAX landing 3 hours before her, And we got a flight back to NC 4 hours after her arrival.
The only nervous part was after her flight landed, it took her 2 1/2 to get through CBP, I was getting a little worried, she said there was a very long line there.
 
I do want to thank everyone here for all the help and advice. Without everyone here, I am not sure if it would have been possible...
 
I know the AOS part will start soon and I will be needing all kinds of help again.......

After the almost 2 years delay at the Embassy in the Philippines, it's good to get some quick service. 

I sent all the papers for AOS last week. I just checked the status on the case numbers and it shows the EAD card was produced yesterday. I was thinking it took at least 6 months.
