She'll have a tall mountain to climb because she will at the point have to convince CO of not having immigrant intent and having strong ties to India, etc.
 
Your 18yr old is not thinking through this properly. You have to step in and guide her or you guys will be in for a rude awakening later if gives up her LPR and later try to obtain it again in the future as an adult. Tell your step daughter to file I-751 to remove conditions before it expires, and make sure to come to the US for any appointments regarding that. I can't stress this enough. 
On the other hand if she's adamant in giving up her LPR, then so be it. She should just file I-407.

So you DON'T have an unrestricted SSN card. You won't be able to use DL and SS card as it has the restriction on it - you need to remove the restriction from SS card.

Do you have an unrestricted SSN (WITHOUT verbiage saying valid for work only with DHS authorization)? 

Why not involve your congressional representative's federal agencies liaison? They have direct line of communication with USCIS. 
Find who your representatives are, get their phone number or address, go there with a signed privacy release form and any and all paperwork from USCIS.

If you can afford the fees, file a petition for him.  It will be faster even if you file now.

Actually, that is not proof of intent to re-locate.  Concentrate on actions showing real intent and concrete actions toward actually moving to the US as @milimelo explained.  Good luck on your move.

That's strange. I never heard of this requirement. And never faced it. Not every year. When switching jobs - yes. When document expires - yes.

We had warnings about leishmaniasis when we were in Africa - as in don't swim in rivers and similar. 
 
For leishmaniasis there's a youtube video of a US travel blogger who went to Amazon and got bitten and of course local doctors were stumped, stumped I tell you. He ended up going to NIH for full diagnosis and start of treatment though if I remember correctly he was told to go back to South America as they're more well versed in treatments available than in the US.

Continuous residency will be your problem - how are you going to show you were in the USCIS district for minimum of three months if you're not stationary for that time? Go over the N-400 rules for application before you submit N-400.

She should be prepared to be denied entry and sent back on the next plane home and rightly so.
 
She is basically using a tourist visa to live and work in the USA.
