1. You would have to go on CEAC and click on add applicant and then add your child and upload her birth certificate. NVC will take some  weeks to approve your child then you can pay for her D-260 and fill it and submit her required documents. Remember that your child DQ will be your new DQ.
2.NVC needs only your child’s birth certificate to approve her as your derivative so you just upload. But sometimes when it’s time for interview the consular officer can ask for childhood pictures with your child. But if your child’s birth certificate is not late then that’s fine

It’s a 14 years wait period for siblings visa. Yes you can add your wife and your baby. 

Congratulations. Oh nice so your review date was based on your August submission and not October. Wow I also submitted in August and later added in September. 

Just got DQ an hour ago August 5th. This was after an RFE in early July. Good luck to everyone!!

I think you should try calling NVC

I initially submitted on 28th August and decided to add additional documents on 21 September so I’m part of September now

you can try to call them too but it’s just waisting time + they will tell you the same every time that they received your resubmitted document and you should wait until they check it . + it’s hard to get on hold when you call them by phone and if you finally on hold it takes 30min to 1 hour until they pickup the phone.
