The big issue is with identification of the person taking the oath.  I remember at my wife’s ceremony that took quite a long time.

Happy here! We received an email from USCIS that action had been taken on our application and to login to see details. I began praying super hard. Well, our prayers were answered. When I checked our status, the websites both said that we were approved,  the permanent card was mailed, and to call if haven’t received in a month to be sent a duplicate card. The next day we received the card in the mail. The next day. 
 
My my husband and I are beyond thrilled about how our processes have gone so smoothly and seemingly ahead of the typical time.

Just wanted to support commenters who said this sounds like a lawyer issue. The evidence you say you've submitted sounds like overkill compared to how the rest of us have been faring in this process, and it does sound like the lawyer tried to transfer blame to the Trump admin instead of owning up to whatever her role may have been. It seems quite fishy. I would do this yourself or look for legal help elsewhere. Good luck.

I sent tons of ROC evidence just like yours to my attorney, everything that you can think of.  But when i asked a copy of what they sent to uscis, found out they only sent those that are new, those we had not sent before. I felt disappointed with their move but luckily its approve no interview no rfe this is considering we had been stokes 2 years ago. Hmmm i guess uscis lost some of your stuff? Who knows y but anyway just send them again and im sure it will be over you will be approve. Also just a reminder have a copy and put them aside again in a safe place you might send them again for your n400 like what im doing now.

You`re welcome. This was just the sample from other filers. You can see it yourself if you search it. Usually I just put month and year in to the search box on top right VJ web site and then i scroll down looking for ROC. Almost every group has some good/valid information.  It just take time to read it all , but I don`t mind because some of the issues/help or stories are fascinating.
 
I strongly believe that VJ is a great site and community here really puts a light into every aspect and corner of our immigration process.

Hello sos & ogs: I am reading other forums here on VJ and can see that some people BIO`s has been waived/reused and the interview was never conducted.  For example ROC filers from February 2018. I have copied their timelines and you can see it below. ..........No interview/approved/BIO reused.....

Hey there, it's been a while since I visited. I updated the applicant listings and took off myself and Morganandmichael off the unknown service centers and into the appropriate sections. Waiting to hear back from Brunochi2018. Also did some housecleaning with the column alignment, which can never be 100% perfect (sorry people high on the OCD side  )
 
The info I've seen so far is from USCIS's latest guidance from a December 10 posting that said that USCIS officers may consider waiving the interview if they are satisfied that:
They can make a decision based on the record because it contains sufficient evidence about the bona fides of the marriage and that the marriage was not entered into in order to evade U.S. immigration laws; For Form I-751 cases received on or after December 10, 2018, USCIS has previously interviewed the principal petitioner; There is no indication of fraud or misrepresentation in the Form I-751 or the supporting documentation; and There are no complex facts or issues that require an interview to resolve.

 Hi, I know you may not like what I am about to say, but I am trying to put a different angle on our issue. Why we are waiting and waiting.
I have copied a link from uscis.gov and its says that USCIS have received applications for first 3 Quarters to date : Total: 5,668,544. 
I-751 ROC : Total: 132,250 !!! 
 
That is more than 132 thousands forms and documents and the year of 2018 is not over yet. I can`t even imagine how many cases USCIS receive every day not counting weekends and holidays. Also the packages are coming in different forms: some of us will sent few documents and some more than hundreds. It must be crazy to store all of it, put it in order, cashed the checks and more. Can you imagine receiving so many envelopes and boxes every day? 
After this they have to check everything. I am not sure how long it took you to get everything together but my package took me several days. They have to double check every line on application, every document, put the check in the system,issue RFE, send it back if necessary...and more.
 
I think that you guys understand my point. It must be huge operation. They must have huge warehouses and a lot of people, just to keep the files in order and safe.
How many cases  1 employee can do a day? And I am just talking about ROC. They have AOS, Asylum, I-765, I-90 and way more stuff to do every day. Look at the charts.
 
Being said: if you try to look from the other side the volume of the applications and work it has to be done is huge. I know it is a year of 2018 and with the computers it should be easy but it is not no matter what. It takes time. I am not trying to defend anybody. It is just my opiniom. Me and my wife are also waiting for NOA and we would be better off to have it right away but we don`t have it and we have to wait. We have to because there are a lot of people like us who applied before us . So we are in the same boat.
 
That is my two cents.

I do have a similar situation. We mailed our application on October 15th. Forgot to send G1145 with it so we are in dark. Saw our check was cashed on October 19th. And that's about it...
 
Then here I am on November 20th, 31 days after October 19th. Called USCIS this morning. A representative answered right away after I got through the automated system. Rep provided me the receipt number (LINxxxxxxxxxx), and told us that a NOA1 was sent from USCIS on October 18. She marked the NOA1 in their "non-receipt" category, and request a re-send of NOA1 within 15 days. If another 30 days go by, then we can call back again.
 
I entered the LIN number during the call on the Case Status Check website (https://egov.uscis.gov/casestatus/landing.do) but it says:
 
So the rep says there is one more site we should sign up for case status - MyUSCIS, and "Add a paper-filed case" (https://my.uscis.gov/account/onboarding/track/new). I entered the same LIN number and it shows:
 
So now I will cross my fingers and wait for NOA1 to arrive, hopefully before December 20.

Hi everyone! Just checked back in the thread to update. We received our paper NOA on Nov 13. About a month after sending our packet. 👍🏻

When I was in the Adjustment of Status process, I did the interview on January 2017. 2 months after I still hadn't received my GC on the mail, neither had an answer about approval or denial. The USCIS officer had told me to wait 120 days, but I decided to get an infopass anyway. My appointment for the infopass was in April. When I got there, they told me my GC had been approved the same day of the interview in January, but somehow the GC was never actually produced... In other words, my case was "forgotten" in some corner. The result of my infopass appointment is that I finally received my GC.
So yes, it is totally worth it calling, submitting inquiries and going for infopass if you feel like something is not right.

I see there being a clear connection as you file the I-751 jointly as a married couple unless you are separated. 
 
My argument is that it should not be open to interpretation and that it really does matter how the instructions are understood as this could lead somebody to not include the biometric fee, (thinking that they may not be necessary and can save themselves $85) and cause either severe delay in an already lengthy process, or denial; hence why I've felt the need to clarify.
 
I just want to point out this is not a personal, I just want to make sure the correct info is out there.  
I'm curious to know, what stage you (or your spouse, as you stated you are a U.S. Citizen) are at in your process I see you don't have a timeline on here?

My wife has her biometrics appointment tomorrow and her letter was sent out on the 2nd of November. If your biometrics appointment letter was really sent out on October 25th, you maybe past your biometrics appointment. Let's hope that's not the case as USCIS considers failure to appear for biometrics appointment as an abandonment to your petition. I strongly suggest you call USCIS as early as you can tomorrow and try to talk to a higher tier (Tier 2 or 3) officer to hammer out the details.

Just to clarify, it says 'if you are the U.S citizen or lawful permanent resident spouse', not if you are the spouse of a U.S. citizen or a lawful permanent resident.
 
In terms of this application, the 'spouse' is the person who is either a citizen or a permanent resident through whom the conditional resident obtained their conditional residency.
 
It is worded badly, but it isn't referring to the conditional resident who DOES have to submit for biometrics.
 
 

It says it on page 2 of the USCIS instructions for I-751 filing, however I think it has been confused; here is it says:
 
Biometric Services Fee.
Conditional Resident. Each conditional resident and conditional resident dependent included in the principal petitioner’s Form I-751 is required to submit a biometric services fee with this petition, in addition to the required filing fee. (See the What Is the Filing Fee section of these Instructions.)
U.S. Citizen or Lawful Permanent Resident Spouse. If you are the U.S. citizen or lawful permanent resident spouse, you do not need to include a biometric services fee at the time this petition is submitted. If USCIS later notifies you that you must submit your biometrics, you will receive a biometric services appointment notice with instructions on how to submit the additional fee.
 
When it states 'lawful permanent resident spouse', it means the lawful permanent resident spouse of the conditional resident. e.g. the person through which you obtained a conditional residency. So if I (the conditional resident) were married to a U.S. citizen OR a lawful permanent resident then THEY do not have to submit a biometric fee. Does this make sense?
 
So to clarify YES the conditional resident absolutely MUST include the biometric fee.
