I am in the same situation as you. My N-400 is on Monday in NYC. Only received notice for N-400. I will let you know if it's a combo or not. The n400 notice is generic, pending i751 applications are rare in comparison to the usual n400's.

The speakers also clarified that, if the jointly filed I-751 petition is pending at the time of the N-400 interview, an applicant should bring his or her petitioning spouse to the naturalization interview.

Just got out. They only interviewed me and approved i-751 and N-400. They didn't want to speak to my wife. The security guards did give me hassle about bringing my wife in but I took the above notice out with the "bring your spouse" highlighted and they let her in. Would recommend anyone in the same situation do the same just incase.

So my interview is this afternoon in Louisville, KY and I had been wondering if it would be combo interview. Then this morning I got a notification that my interview for the I-751 was scheduled. Then they actually called me if y’all can believe it!! To tell me it would be both interviews today and to bring my husband. Oath will be within 30 days. I’ll update after my appointment.

If your SSN says valid for work auth with DHS authorization only it's restricted, if it says nothing it is not restricted.
 
I believe the workaround is only for employment authorization when used with a valid driver's license.

I'm not a lawyer and have limited understanding of this BUT I believe the way it works is they post a "proposed rule" in the federal register and invite comment. They then have to review each comment and publish a "final rule" addressing the comments. If you look at the last N400 fee change in 2016, they published a proposed rule in May and it wasn't implemented until December of 2016, with the "final rule" published in October.
 
 

Like I’d promised to feedback as regards the expected call scheduled within 48 to 72hrs by USCIS online chatting representative. 72 hrs lapsed without a call from them, a day after they sent me an email that the 18 months extension should serve as a valid document to show for employment and as well valid to travel out of the country. Well, I am not taking that from them, I wrote them again and insisted, I will rather prefer to renew my I-551 stamp, since I don’t have the expired CR6 with me, it was taken when I went to stamp a one year I-551 last year, and the stamp expires next month, been trying to get infopass, online infopass has been canceled, you can only chat them and they call you back to schedule you. I hope I won’t have to stamp anyway, I pray my I-751 get approval soonest. Wish everyone good luck

When we specifically asked if they had received the I693, the officer helping us hesitated like she had no idea. She instead told us that they must have gotten it because the director told her that he will approve the case I feel like the infopass is just a sham by USCIS. They do not even make a obvious effort to help the case move forward or provide the right information. At this point I have lost all hope
