Thank you very much! We went to the field office and found the call was legit. We were told the FO called my wife directly because we are a military family and they wanted to offer an earlier date.

Update: So I got a call from USCIS to follow up on my service request for a biometric appointment.  The officer I spoke with was kind and empathetic. My appointment has been scheduled for next month, and my account has been updated to reflect this.  Prior to this recent development, I'd contacted USCIS four times since they resumed services after the COVID-19 restrictions, but they'd been fobbing me off with the usual generic response. I didn't give up, refused to get discouraged, and now my tenacity has paid off. What a relief!

We got our case expedited through the senator's office. 

After 16 month long wait, our case status finally changed to 'New Card Is Being Produced' today. We had to submit a request for expedite processing through a State Senator's office two weeks ago. After the request was approved, within 2 days, our case was approved. 
 
We are a LIN filer, sent packet to USCIS at the end of October 2018.

In our case, it took us 16 months to get I-751 approved and we had to submit a request for expedite processing through a state senator's office.

That might be an option to explore, no harm in trying, but I think few more days or weeks  should be it for approval, little more patience. Wishing you happy new year in advance and taking this opportunity to appreciate your patriotism to this lovely country. My wife's case has been at LIN for 14 months, no RFE, no interview, did biometrics early this July, no online status updates besides 'We have received your case'.
 
Do you guys think getting local congressman/woman involved may accelerate the processing? We are an active duty military family and I am on orders to move to another duty station (another state) early next year, so we really want to get this ROC done before the move.

As for the question: all I did was case status and it gave me some options from which one was live chat with agent. I dont recall exactly what I type but anything Emma cant find you can let it know. Or simple say customer representative and it will give you the option and you just follow. 
 

To have access to the live chat, go to www.uscis.gov, then click on the chat at the top right corner. Type in infopass, a live agent will be connected and you can ask whatever you want. Hope this help everyone?

This afternoon I eventually succeeded to speak to  a representative by calling USCIS, the Tier 1 said it was too late to transfer me to Tier 2.
But he said he can see the system saying that my latest status is " received the fingerprints", he said it's same as "fingerprints review was complete".
BTW, the USCIS phone menu is so complicated, it's very hard to talk to a real person!

I kept checking the other site and it never updated. Thanks to another VJ member I was made aware of the new site and my status updated there.

Not necessarily. My wife had the biometrics July 2nd, so far no online case status update yet.
