I live in Wisconsin, and our law states there is a 6 month waiting period after a divorce until you can get remarried anywhere, not just in Wisconsin. If you are both free and legally able to be married at the time the petition is filed, then you are good to go. It isn't wrong, the I134 is not sent with the I129F, which is what the OP was asking. I'm sure the OP appreciates the correction of what someone posted in error. Based on this statement, a tourist visa is the one that applies. A K1 or CR1 is for living in the US, which doesn't sound like your intent.
