Yes, Chicago POE... It is a pretty good POE... I never spend more then 30 mins getting through... Even adding in the immigration paperwork.

In the instructions emailed in the IV packet it says you must submit the original with one photocopy of only the Civil documents. You don't need to send in copies of the forms but you should at least make a copy for your own records

You're not supposed to send copies of the form in addition to the original form. You're only supposed to send photocopies of the civil documents.

You need to obtain a marriage certificate. Do whatever is required to do so, even if it means another trip to India. K1 is not an option for you.
This is the circumstance I described. You are too married for a K1 and not married enough for a spouse visa.

The K3 is functionally obsolete (even thought it's still officially on the books). To file a K3, you would first file the I-130, then you would file an I-129F. USCIS would tie the two petitions together by pulling the I-130 from its current place in the queue and place it with the I-129F that was just submitted. The two petitions are usually approved at the same time and sent to the NVC. If the NVC receives both petitions at the same time or they receive the I-130 before receiving the I-129F, then the I-129F is administratively closed leaving only the I-130 active. An active I-130 places you on the CR-1 path.
I don't think one process is much faster than the other. Posted times by USCIS from NOA1 to NOA2 for K1 and CR-1 is 5 months. For CR-1, there is processing at the NVC which would only take a few weeks if managed correctly. Although, these last couple of months, it has taken about 1 month after NOA2 to obtain a case number for a spousal visa petition at the NVC.
The NVC's role for a K1 file is to assign a case number and send it to the appropriate Embassy/Consulate overseas.

I reviewed a few past posts here and so far it seems that a USC has to have a document of Legal Capacity to contract Marriage from the USEM before they can get a marriage license and get married in the Philippines. It was some time ago, but I got married in the Philippines and I seem to recall having to get something like that - but that was because I was getting married there. I do remember that it was no easy task to get married there.
I have not found anything yet regarding CENOMAR or Legal Capacity to Marry for K-1 petitioner. I have also sent a message to my Filipina Fiancee VISA Service rep and will post his response as well as anything else I can find on this. I have a particular interest in this since I was married in the Phils before and even though I have divorce decree terminating that marriage here int he US, I wonder if I may need Lgal Capacity to contract Marriage or CENOMAR for my fiancee's CFO seminar.

So what kind of other questionnaire did he fill out were he admitted it ? I would advise anyone anywhere who did something like that when they were young to never ever admit it ever, on any document --immigration or otherwise. In my opinion it's irrlevant to anything and what he did in the past is nobody's biz.
When I joined the army years ago, it was standard to ask recruits if they had ever smoked weed or used drugs etc. I think they used that question to rule out the people that said yes, for having bad judgement.

Not all disabilities are visible to the naked eye. Appearances can be deceiving, so I think it's best not to comment on such a thing when we have no idea of the man's medical history.

I agree with Rebecca also. AR-11 is for pending applications and GC holders.
The OP isn't even in the US yet, so there is no change of address... that is like saying if my husband's mother moves house in her own country she must notify the US government.
Furthermore, a K-1 is a non-immigrant visa. Tourists who move hotels are not required to file AR-11. The OP's circumstances changed between when she got her visa and when she POEs. She will update the proper authorities at POE and declare her new address in the US at that point.

Yes, documents WILL arrive from NVC. NVC doesn't keep them, they forward them ALL to the consulate/embassy. No need to call Jakarta.
Bringing a set of copies is just so YOU feel safe and know that if they request it for some reason, then you have it. Better to be safe than sorry in this immigration game.

Actually just went and looked at the form itself. My response was more to the generic question about convictions but this was very specific. The text clearly states ever arrested or detained, and the header states that Regardless if it was sealed or cleared.
