RFE after N400 interview

Two weeks ago I had my n400 interview, it lasted about 1 and 1/2 hr. I passed the civic,writing and reading. However when the officer asked questions about on my n400 application, about taxes if i have an overdue taxes i answered NO, my reason was because i am on a monthly payment plan of "certain amount " per month. I also file my taxes every yr. I provided 5 yr worth of Income tax return but the officer was not convinced and gave me an RFE ,requesting me to submit further evidence of my monthly payment recipt for my overdue state tax. The letter that the officer gave me, stated this

"Please note it is your responsibility to show that you are current on your federal and state income taxes. Unless you establish an extenuating circumstance for why you failed to pay your taxes at the time they were due, you may be found to lack good moral character."

The next day i decided to pay the whole full balance. Then I sent all the documents requested on rfe to uscis website with a cover letter explaining that the financial hardship was due to covid and unemployment of my spouse (USC) we entered into payment agreement tot ake care of taxes obligation and have been able to pay in full all our taxes due.

My question is how long does it take to get a response from USCIS after i sent all the evidence to support RFE?

Is there any chance that they could deny my application? Because of my overdue taxes eventhough i entered into a payment plan to tale care of the responsibility despite of covid?

I just checked the CEAC website and it says that our K1 is expired. However, we were not able to schedule an interview since the approval in March due to Covid.

I am worried because it says that they destroyed our Petition. See below:

You have been notified that your registration for an immigrant visa was cancelled, and any petition approved on your behalf was also cancelled. We informed you that your application might be reinstated if, within one year, you could establish that your failure to pursue your immigrant visa application was due to circumstances beyond your control.

Since you have failed to do so, the record of your registration and any petition approved on your behalf and all supporting documents have been destroyed; any Department of Labor certification has been returned to your prospective employer.

If you are still interested in obtaining an immigrant visa, the petitioner should contact the Department of Homeland Security's (DHS) Office of U.S. Citizenship and Immigration Services (USCIS) regarding filing a new immigrant visa petition.

I would like to start the process to bring girl friend from Philippines to USA. I went to official US visa info site https://travel.state.gov/content/travel/en/us-visas/immigrate/family-immigration/nonimmigrant-visa-for-a-spouse-k-3/us-embassy-consulate-specific-information.html and it says... Please visit K1 / K3 Supplements by Post to review Embassy/Consulate instructions. That link takes you to a list of cities that includes Manila. Clicking Manila takes you to a page with a link for more info - but that link is dead. It also has a phone number for more info. That number goes to a retailer's service center.

Can anyone provide a list of steps I need to take? Info "how to..." overview? Steps to take? THANKS
