My wife and I have two unmarried sons with approved applications waiting for issuance of a visa for the Philippines. They have been waiting since 2016. According to visa bulletins the priority date for F1 family-sponsored visas has not moved since 2021. The fiscal year limit for family-sponsored preference immigrants determined in accordance with Section 201 of the Immigration and Nationality Act (INA) is 226,000. This equates to a total of  904,000 visas issued from 2021 until now. 

 

With that many visas issued during that time why has there been only six months of movement in the priority dates in 4 years?

 

SURVEY: Who here have been issued family-sponsored visas during that time and for which country?

You need to look at limit for F1 category, it's set to 23400 plus any not required by F4, but I can't imagine there are some not required by F4.

 

How old are the children? Technically, wife isn't capped, she should be able to come as immediate relative with unlimited number of visas.

Other countries/categories have moved quicker, but the Philippines has hundreds of thousands of people waiting (which is why it has its own category on the VB). Manila issues approx 30,000 immigrant visas each year, but give priority to immediate relatives, and even 30,000 doesn't touch the backlog really when it's so many people in line, with more joining all the time.

 

Is there any other route to a visa for them - employment based maybe?

Seems she waited 6 plus years before filing for them?
