Black residents of California could be owed $800bn in reparations for generations of over-policing, disproportionate incarceration and housing discrimination, economists have told a state panel considering compensation payments.

The preliminary estimate is more than 2.5 times larger than the state’s $300bn annual budget.

The recommended figure does not include an additional $1 million suggested per older Black resident for health disparities they may have suffered resulting in the shortening of their average life span.

Nor does the total take into account the prospect of compensating people for property unjustly ceased by the government or Black businesses otherwise devailed, two further harms the Reparations Task Force assigned to look at the problem concluded the state had perpetuated.

 

In their report, the consultants advised the state task force to “err on the side of generosity” and consider a down-payment with more money to come as more evidence becomes available.
“It should be communicated to the public that the substantial initial down-payment is the beginning of a conversation about historical injustices, not the end of it,” they said.

 

I have not been able to find any discussion of reparations to other marginalized groups..

As a former resident of California,  I support this idea.

 

1. Living in California is a choice.

 

2. The rich have means to leave a state that over taxes

 

3. There are over 1 million millionaires in California.

 

4. Math time: 10^6 * 10^6 = 10^12  = 1 trillion

 

5. So simply extract an average of $1M from each California millionaire, and California can put reparations behind it. 
 

6. 5 percent of Californians are black. This is roughly equal to the number of millionaires in California. When the dust settles, California should have at least 2 million millionaires, more than before.  California can then tax this broader base of wealthy people to make future reparations to other oppressed groups in the future.
 

7. Most California millionaires voted for politicians who support reparations so there is nothing unfair about this.
 

I am really not seeing a problem here.  I expect Oregon, Washingtons (both of them), Illinois, Pennsylvania, New Jersey, New York, Massachusetts, Colorado, New Mexico, Hawaii, Wisconsin, Michigan, Virginia to follow and that is OK. There is plenty of room for millionaires of other states to migrate to before the reparation laws establish a date of registry for repairers to leave or pay.

I think one of the proposals mentioned it not being taxed.

 

It did occur to me that they could pay reparations but make it subject to a very high tax rate, win win. I seem to remember back before my time the UK had a tax rate of 96%.
