Although the I-130 approval may be expedited by USCIS, it will be pointless, as the visa cannot be granted by the consulate if there is no visa number available.  Family-based visa numbers (such as for F4 cases) are limited per year, according to US immigration law.  As mentioned by other posters, the approved I-130 will just sit at NVC for many years until a visa number becomes available.  If a visa number is not available (ie, case Priority Date is not current on the visa bulletin), the case cannot be expedited to get a visa, for any reason.

If a visa is not available, unfortunately there is nothing that NVC can do to expedite the petition. Immigrant visa processing is governed by the Immigration and Nationality Act of 1952, as amended, which controls availability of visas. There is no provision within the law that would allow the Department of State to issue a visa to someone for whom a visa is unavailable.

current F4 is for 2007 petitions for most countries

 

USCIS currently processing means once the initial office has gone thru the documents,  it will be sent to NVC where it waits for visa # to be available

Maybe they would have better luck getting asylum or humanitarian parole in some other country.

Isn't that actually potentially detrimental if the primary beneficiary has derivatives that could age out?
