I130 for Parents and Sibling

Hello,

My wife just became a US Citizen. She would like to file I-130 for her parents. She also has a 20 year old unmarried sister that lives with her parents in India. We can file separate I130 for each parent. Does her sister qualify to be a minor under her parents file or do we need to file her through brother/sister category which take long time? What is the fastest way for my wife's 20 year old sister to come to USA?

Timeline

There are no derivatives for immediate family petitions.  
 

Your wife should file I-130s for each parent and her sister.  
 

When her parents enter the USA on their immigration visas, each parent should immediately file a I-130 for their daughter.

And she cannot marry before her parents are able to naturalise as Permanent Residents can not sponsor married children.

Timeline

Parents get a visa (2-3 years from now if all is ok)

they get citizenship when able to apply (5 years)

one applys for the unmarried daughter 

and that's the fastest
