DS-160 should be submitted by the beneficiary from outside the USA 

 

In my fiancée’s case she didn’t have a desktop / laptop computer. So I did the bulk of work.
 

Then she went to a friend’s place of work. They printed what I had done, read over it for an hour, had me make changes, and then submitted it.  
 

CEAC is a terrible website. Not reliable and frequently down. It will try your patience.  I can’t imagine what CR-1 spouses go through.

If your beneficiary isn't comfortable filling it out or the net isn't good, you can prepare it, put your name on the preparer name and/or signature box, show it to your beneficiary (video chat or screen sharing), put his/her name on the corresponding box  and then you can submit it.

Spouse:

2015-06-16: I-130 Sent

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Yes. But remember DS-160 is technically filled out by the visa applicant (beneficiary). 

So the petitioner can certainly help fill out, but remember to fill out the form from the perspective of the beneficiary. See how I did it here:

Also keep in mind that each embassy/consulate DS-160 or UStravelDocs forms may be a little different as each may have their own process.

I highly recommend that the petitioner and the beneficiary work together to keep the DS-160 and UStravelDocs forms consistent with the I-129F and use something like Google Meet or Zoom for screen sharing so that both can see what is going on while working together.
