If that response is now in email, then you use as proof that whatever the Embassy claims to have sent you has been LOST/STOLEN ..and as far as you know it could have been child’s passport . You can forward that email to email in communications with the Duty Officer , Congresswoman and the previous email contact you were checking status on the case

 Duty Officer needs to facilitate direct communication w passport staff for the Emergency Passport application you filed yesterday.

Has he reached out to you ?

In fact. He did reach out. Very vague. And said ‘ Thanks for your email. Your application is under review.’

Congressional assistance is your best bet at this point. Embassy has to respond to congressional inquiries promptly - maybe they can email it over?

Your “ Battle with the Consulate “ is officially over. I must say it was a proper War fought by two generations, your father had the same problems getting YOU across to the US. Hope you filed that FOIA and can pat yourself on the back for the Big Win! 
Your attorney missed every step and his “ I have never seen this happen to anyone, shrug of the shoulders “ still gives me the same headache from original posting. 
 

This is one of those few moments, I myself, truly appreciate VJ for connecting people to overcome immigration issues ( even those w legal representation in their pocket).

If born out of wedlock it is not abnormal to request DNA
