Executive Order: Now illegal to send USD to anyone in Russia?

I just wanted to share this here because my husband found it. Biden passed a new EO, which to my understanding, makes it illegal for an US person to send money in USD to any person in Russia. Please read here:

Section 1.  (a)  The following are prohibited:

 

(iv)   the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of U.S. dollar-denominated banknotes to the Government of the Russian Federation or any person located in the Russian Federation;

 

I'm not 100% clear on the "banknotes" thing, does that mean we can still wire money/do digital transfers? Does it mean cash only? It's super unclear, if anyone has insight let me know.

I'm really hoping we are able to send money to Russia, how in heck are we to support children from prior marriages? Or pay our loans we have over there? I guess we lose out on our homes,  etc. 

 

If we are unable to send money to his child... I really hope this doesn't bite him in the you know what when he goes for citizenship soon.

These are great points, I have a lot questions myself. I don't even understand how this is constitutional frankly. I have thought about filing a lawsuit to fight it similar to when Trump passed his EO's and many people file lawsuits those. I just don't know how to go about it.

 

I fundamentally don't understand why "any US person" is barred from sending money to "any Russian person" - it's absurd, and it doesn't fit the situation. How is this a threat to national security? The US is not even considered to be at war with Russia.

 

I want more and more people here to see this because it didn't make the news and I only found out about it because my husband found an article talking about it in Russian.

I would have mention more about the child support part, now I guess afraid to even have hubs go to Russia out of fear his ex takes him to court for not paying.... assuming he can even get there in the first place. His ex relies on the monthly child support to her each month.

 

I really hope this administration realizes that there is a decent Russian and Ukrainian community in the US, and all they are doing is (insert curse word of choice) over these people.

How are US banknotes at all related to electronic transactions?

I'm asking because everyone here is having trouble sending money to Russia right now. I don't know if banks are interpreting this EO as part of it? There's been no coverage in the news, I haven't see any info in English, the only info I've seen is in Russian and that info hasn't been clear on what's going on.

 

It seems weird to me that Biden would pass an EO simply banning cash to individuals? I don't even understand how that can be enforced even, there's no border control out of the US when people leave, how would they even know that someone was carrying USD in their luggage and then giving it to someone in Russia? So, I find this aspect of the EO rather bizarre.

On my last trip to Ecuador, an agent on the ramp from the ticket counter to the boarding area asked me how much money I was carrying.  I thought for a second and said, "One thousand, six hundred..." and he cut me off and waved me along.

 

In terms of USD in luggage, perhaps someone can comment about the thoroughness of x-raying.

Interesting, I've never been asked before about how much money, but good point that it could be enforced by the airlines. I guess they'd only ask people who were going to Russia as a final destination?

I'm not sure that my questioner was merely an airline agent; he seemed more official.

Yeah, checked stuff can be stolen or confiscated, but even hand-luggage (or what's put in the TSA bins) is x-rayed.

In general,( this has nothing to do with Russia) , there are limits on how much cash you can take with you  WITHOUT declaring it. If you declare it upfront before your flight(there are forms for it) you are good.It is a CBP thing, nothing to do with the airline. This is to prevent human trafficking, funding terrorist activity and so on...

I'm aware of that. But that's not what the EO says. It says between "any US person" and "any person located in the RF" (so, not even Russian citizens, but anyone who happens to be located there.) It also does not specific a dollar amount, so basically now bringing $1 USD as a USC and giving it to any person who happens to be in Russia is now basically illegal.

 

I find it a ridiculous overreach that is not based on anything related to "national security." Banning certain people in Russia? Makes total sense, such as oligarchs and other "persons of interest" - name them then. Banning the RF government? Absolutely. But "any person" who just happens to be located in Russia?? We're not even at war with Russia, I don't understand the legal justification for this.
