06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

When wild predators like mountain lions are on the prowl in urban areas in California, the usual reaction from municipal public safety departments is to terminate the threat.  

Fact: Humans are the apex predator.  
 

Fact: Some homeless folks behave in a feral manner

On the contrary, as someone who had lived in California for 14 years, and suffers these feral apex predators,  it is quite plausible this person was homeless and bipolar

 

Days after arriving in America and California for the first time in her life, the Mrs wanted to see San Francisco.  I said, “you don’t really but some lessons can’t be taught”. 
 

Seconds after exiting the train station, she got to see SFPD break up a fight between two homeless folks.  
 

In Kathmandu I once had a guide who warned me to never make eye contact with the feral monkeys who plague a popular plaza.  The same is true of California’s homeless.  Eye contact will get you maimed

or worse.

I suspect the prevalence of P2P meth plays a bit of a factor.  That stuff is nasty from a mental perspective.

It’s been like this for decades even before meth.  It’s the lack of lithium.  AFAIK meth doesn’t make people carry on conversations with themselves for hours in the middle of a park.

Hard to say.  This P2P stuff is really bad and accelerates the mental deterioration immensely.  I am not saying that is the only issue, just another of the factors along with the lax on crime DA's that seem to be prevalent especially in CA.

 

Ephedrine meth tended to damage people gradually, over years. With the switchover to P2P meth, that damage seemed to accelerate, especially damage to the brain. P2P-meth use was quickly causing steep deterioration in mental health. The symptoms were similar: violent paranoia, hallucinations, conspiracy theories, isolation, massive memory loss, jumbled speech. Methamphetamine is a neurotoxin—it damages the brain no matter how it is derived. On Skid Row in Los Angeles, crack had been the drug of choice for decades. By 2014 the new meth was everywhere. When that happened, “it seemed that people were losing their minds faster,” said a Los Angeles Police Department beat officer assigned to Skid Row for 22 years, Deon Joseph. There is no sure explanation of why P2P meth is producing such pronounced symptoms of mental illness. One theory is that much meth contains residue of toxic chemicals used in its production, or other contaminants.

L.A. is becoming a lawless cesspool.  This guy walks around a lot of the homeless encampments and did a few at Venice Beach.
