Can we interview in US rather than wait for embassy appointment?

As the title says, can we interview in the US rather than wait for an appointment at the embassy?

 

My husband has a European passport and is able to visit on the ESTA. The current wait times at the embassy in Lima for a CR1 interview are over a year after being DQ'd. This is much too long for anyone to have to wait. 

 

Can we perform the interview at a local USCIS office?

Immigration visa interviews are only conducted at consulates outside the US.

No, visa interviews are conducted only at US consulates, which are all outside the US.

 

If your husband is a citizen of a country in Europe, he can request for a case transfer to the US consulate handling visa cases in the country.  Maybe the interview wait time at that consulate is shorter than in Lima.

USCIS does not issue visas.  Visas are issued an US Consulates outside the USA.  You don't get to Consulate shop either.  You interview where you are a citizen or where you are an actual resident.

Facts are cheap...knowing how to use them is precious...

My husband is both a resident in Peru, and has Portuguese citizenship. Does that mean he's eligible to switch to the consulate in Portugal?

Theoretically, yes.  However, Lisbon no longer has an immigrant visa unit, so Portuguese applicants interview in Paris.
