According to the latest IATF resolution I could find, only Filipinos with TOURIST visas need travel insurance: https://doh.gov.ph/sites/default/files/health-update/omnibus-guidelines-on-the-implementation-of-community-quarantine-august-19-2021.pdf . Travel insurance has been a requirement since last year.

 

These guidelines are silent on the requirements for outbound immigrants. Likely, whoever she is talking to doesn't realize the K1 visa is for immigration.

 

Your fiance needs to stand her ground and insist that she is immigrating to the US, and this requirement does NOT apply to her. Escalate to a supervisor if necessary.

Yes, because any travel insurance will likely have fine print that says something to the effect that intending immigrants are not covered by their policy on medical benefits.

At the gate is good!!!  It means they successfully ran the NAIA gauntlet.  The travel insurance is just for tourists, but every time my wife has traveled during the pandemic so far they come up with some kind of irrelevant point to have an extended debate about.  I joke with her because every time she tries to check in anywhere a supervisor needs to get called in.  Partly the poor check-in agents are just overwhelmed by the shear number of conflicting and often poorly written rona-requirements that are  different for every traveler and every destination.  They are terrified they may check in someone who gets bounced back and the blame falling on them for not verifying this or that.  But it's awesome news when they are at the gate.  The greatest challenges should be behind you now.

It isn’t true that medical travel insurance isn’t for K-1s.  
 

There are specific products for K-1s and I’m sure I am not the only want who gets pushed a K-1 medical travel insurance advertisement when visiting visajourney 

 

Indeed I bought one for 30 days coverage for my fiancée to bridge the gap between arrival and being added to my employer’s policy 

 

Regardless glad OP was able to run the gauntlet at the airport.

@Mike E it's about Philippine exit immigration requirements. Either the immigration officers or airline staff will refuse to allow boarding to Filipino tourists without travel insurance. It's a policy in place since last year. The official government regulations are silent if travel insurance is required for K1 visa holders or not. The problem is that OP's fiance ran into someone who insisted they needed travel insurance before leaving the PH.

Yes understand, and am happy the K-1 visa holder was able to exercise the choice to not get insurance.  That wasn’t my point.  I thought that was clear.  Apparently it wasn’t. Over and out.
