Because they know the receive date of the petition and that date will shown on your NOA1, that's why.

Because the day they received it your application got at least a stamp with the receive date and your NOA1 will show that date.

so? noa2 doesn't begin some review process or something? it just goes to noa2 after so much time has passed?

After the NOA1 your application goes to a pile and sit there for however long it takes till somebody grabs it to work on. The review itself is done in 15 minutes and probably a couple of days for the petitioners background check when it's an easy case. Nobody will look at it the day it is received and starts something right away.

10 weeks right? Your NOA1 will be the date they received it. If you mailed it via USPS on 12/4 your NOA1 date will probably be around 12/8 or so assuming it took a few days to get there. It's been sitting in a pile, yes, but so has everyone else's. Your timeline starts with NOA1 which is why people tried to reassure you that your timeline has started even if you don't have NOA1 yet. Like I said, they're processing early December now so I'm sure you'll have it soon. Your NOA2 will also take longer to get to than it has in the past because of Covid etc. Expect at least 7–9 months from date of NOA1 to NOA2.

10/28/2021: Arrived at Embassy (DHL Receipt)

11/03/2021: Packet 3 Received (Email to Petitioner)

03/03/2022: Interview: Dublin Embassy

03/16/2022: Visa Received

04/04/2022: Entered USA

04/21/2022: Marriage

04/25/2022: Applied for SSN > Issued same day

04/30/2022: SS card arrived

05/04/2022: Filed I-485, I-131, I-765

05/05/2022: NOA1 for I-485 and I-765

05/17/2022: RFE for I-864 

06/15/2022: Biometrics

08/03/2022: AP Approved

12/19/2022: AOS Approved (no interview)

It's not like the reviewers don't have anything else to do and are just desperately waiting for new applications to come in to finally have something to work on. There is already a huge pile and your application will get there too with all the others in the order they're received. Covid didn't stopped at the doors of USCIS. They had and still have people calling in sick too. And people going on vacation and whatnot. Processing times are just longer again these days. I waited a year now for my AOS interview while it was only a six months wait for my office back in 2019. 

It doesn't really matter when you get your NOA1. Even if you got it after a week there might still be 100000 applications in front of you. Maybe they're down to 50000 when you get your letter and the waiting time from there is not too long anymore.
