Currently they are making the applicants pay for it. There have been a lot of RFE recently for parents / children cases where USCIS is asking for DNA tests.

they are for children  to prove parentage but if wanted across the line for all that they did add to the new fee increase 

so,  it takes a little more than just saying "get a DNA test"

this would need a rule change and labs lined up to do the testing

I don't think they are concerned with what it costs at all. Immigration applicants already pay for biometric fees. They'll likely pass the cost on to immigrant by yet another fee increase

I'm not quite sure what the purpose of collecting DNA for individuals (so not to compare to children/biological family members) is. Usually in criminal law, DNA is kind of a last ditch effort to pin crimes on people when the other evidence is circumstantial or if they literally find blood or biological matter at the scene, and thus basically are lucky enough to just collect it because it was already there. It also usually requires a warrant to get DNA from a suspect otherwise.

 

Having DNA from say, a work visa applicant, I don't understand how that keeps us safer. If there were to commit a white collar crime, I'm not aware of DNA being relevant to cases like that except maybe in rare instances. DNA in family situations to prove parentage, I get that, but in other cases, not seeing what good it does. DNA can also be planted at a crime scene to frame someone. What exactly is the purpose of collecting DNA on individuals if not for some kind of criminal database?

Very misleading statement. Firstly, having been the subject of one such RFE and read many other similar ones reported here, the DNA is never compulsory, it is an option when the people involved are unable to produce acceptable documents of the relationship. Secondly and more importantly, these tests are specifically done to test for a familial relationship and it is the result of that test (in other words, 99.999whatever confidence level that the relationship exists or does not exist) that is given to Uscis, not the actual dna samples of the people involved.
