At this point in the K-1 Visa process, I have received the NOA2 since April 16, 2020. That means it has been over 4 months that I've been waiting for a Welcome Letter. I've called the NVC and they've already given me the case number and the invoice number. However, everytime I check their website it shows that my application is still stuck at their center. The embassy that I want my documents to reach is in Moscow, Russia. When will my documents be examined in Moscow Embassy, and when will I receive instructions to prepare for the interview?

When NVC sends your case to the embassy you will receive this letter. Won't happen until the embassy is processing K1 visas

There isn't really a "Welcome Letter" for K-1 cases. That typically refers to cases processed at NVC...K-1s just pass through NVC to case a case number.

The reason for the delay is the consulates have not been processing most visa classes, including K visas, due to COVID.

A Packet 3 or Packet 4 is typically sent to the visa applicant once the consulate gets the case and is ready to schedule an interview. Sometimes the info is just on their website. Specifics will matter.
