CEAC says visa refused?!?!? Consular officer said we were all good

A visa must be either issued or refused.

AP is a refusal pending whatever AP processes that need to complete.

Refused doesn't mean it won't be issued later.

10/14/17: Biometrics appointment notice received, 10/25/17: Biometrics

1/2/18: EAD + AP approved (no website update), 1/5/18: EAD + AP mailed, 1/8/18: EAD + AP approval notice hardcopies received, 1/10/18: EAD + AP received

9/5/18: Interview scheduled notice, 10/17/18: Interview

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

That her passport would be delivered next week. 

 

I went to the CEAC site, and it says the application is refused. W.t.f.! 

 

Need some help here. She is 7 months pregnant, and we need to get her to the USA ASAP

It is completely normal proceedings, just go with what the Officer told you ;)

I am sure if you search the term "refused" in the IR1/CR1 visa forums you are going to find MANY threads where this happened to others. The "refused" status is the updated terminology for Administrative Processing and the fact that they kept her passport is absolutely good news! :D 

I can understand the frustration but hang in there...she and your little ones will be with you on US soil soon enough :)

They did NOT keep her passport. Read attentively.
