I filed online but as I have not moved I know my processing office will be the same as for the other steps in the process (AOS, ROC).

It should say National Benefits Center at the bottom of your receipt notice. NBC is the service center that prepares cases for interview. Once they're done with the pre-processing it's up to your field office to schedule you for an interview when they have the time.

I don't know but I'm assuming the "biometrics waived" message isn't tied to when you filed, but tied to when you will have your interview. I for instance have a case completion time for next year, so they haven't waived my biometrics or given me a biometrics appointment yet as my case has so much time left on it, it'll happen further down the line. But for someone who has a case completion time that ends fairly soon, they might get biometrics waived as they will have their interviews so soon that they waive the biometrics for them.

My understanding is that biometrics that were recently taken, can be reused. In my case, I was fingerprinted in June 2019 for ROC, and now they are reusing them for N400. Somewhere I read that biometrics are good for 18 months. There is also the possibility that being underfunded, USCIS wants to cut costs, since the biometrics fee is not refunded even if bio metrics are reused.

Biometrics are good for 15 months under normal circumstances. I have seen several cases in naturalization groups on Facebook where the last biometrics were taken over 5 years ago and they still got the "biometrics reused" letter.

Yes, I have seen many cases that reported bio-metrics that are 5 years old that are being reused. Also USCIS is supposed to process cases on a FIFO (First-in-First-out) basis. While cases from February and March are pending, USCIS went ahead processing cases from June. I know for sure it is against the operating policy of USCIS but not sure if it is illegal or wrong.

Mine was 7 when I got my Biometric reuse notice. I don’t know if this has anything to do with all that. Are you considering an inquiry or to call them?

Looks like the March 2020 filers are stuck in limbo.  I notice little activity here, while May and June seem quite active with some people there already scheduled for interviews.  I also have nothing, not even biometrics with estimated completion September 2020 (that's next month!).

Yeah, it's stressful seeing the other filers' progress move. I filed at the very end of February 2020 and had my biometrics done in March. I also have my estimated completion set at September 2020, but the wait time also says it's taking longer than expected. At this point I don't really know when things will start moving :(
