If the beneficiary is from a high-fraud, high-risk country, such front-loading may be warranted.

Do you have this mythical list of high-fraud/high risk counties?

A good guess would be the countries with very high refusal rate though the data is for non immigrant visas.

Nice try but refusal rates are not based solely on fraud.  221(g) can be for many reasons.  Also Refusals can be overcome with proper paperwork.. so again, not fraud.

If people stuck to 'high refusal rate' vs 'high fraud' then OK, I'd agree to that.  But people use the word fraud so I will hold them to that level of proof.

In one GAO report I did actually find mention of 'high fraud' countries.  There were 6.  None were the ones that are commonly mentioned.

"High risk" is another term used.  Many MENA countries, S. Asian, sub-Saharan African.

Risk of what?  Becoming a public charge?  Fraud?

From reading the forums, there are some consulates that appear more difficult than others.. but all we have is a few posts.  Maybe the applicants are not providing the proper paperwork, upping the 221(g) 'refusal' rate.  And we never see the packets.. maybe a lot of people simply can't follow instructions properly and are submitting garbage packets?  I mean how many ppl say they submit 100 pages of chat transcripts??

I didn't put the online interactions in my proofs! Just Photos of us, airline tickets, hotels, passports stamps and some letters we sent to each others

No you don't need the chat logs as long as you have real photos and other physical proofs. Honestly a chat log can be photoshoped it's not a real proof...
