When the case is received at the NVC, does the petitioner AND the beneficiary receive an email notification?

Hello , 

no you  don’t receive any notification once your case arrived at NVC . 
You have  to call them to ask if they received it . 
 

once you have the. Notification from USCIS “case sent to the department of state “ wait 10/15 days and call them . It take usually a week for NVC to receive your case once USCIS send it .

But eventually NVC will send an email with a case number? Does that email go to both the petitioner and beneficiary? Or just one person?

The petitioner receives all notifications.

Both of them Will received if both emails were provided.  My wife and I both received emails from NVC..

Yes both petitioner and applicant will receive case number /invoice number on the emails you provided .
