It raises the standard to probable cause. Not a huge win, but could get messy in court if agent can not show cause. Before they could just because.

It is like being stopped by the cops, now they need a taillight out type reason. I always assumed that such searches were not random anyway, all the ones I have seen on here got into secondary for a reason.
