No, we were given an envelope and we were told we were not to open it, the USCIS should.

Okay, well it would seem that they could attempt to get a new sealed copy from the panel physician, rather than having to undergo the actual exam again.

By not redoing the exam, the civil surgeon would risk his/her designation: "Fails to comply with the Technical Instructions" https://www.uscis.gov/policy-manual/volume-8-part-c-chapter-4
